Please go to the "Options > Users > Change permissions" and look for the "Assignment" permission. You should make sure one or more groups can be assigned topics.

They can.
I suppose the fact that the Assign permission is there indicates
Workgroup is correctly set.
Registered users was set, I see no assignment controls in the post
present at the root level. Resetting so that anyone can assign, same
result.
Further testing reveals success, thank you.
It was not readily apparent that these controls only appear at time of
composition. So, for example, reading a post, to assign it one must
reply and make an assignment in that post.
Unexpected, but I suppose it works. Chalk it up to nabble learning curve.
Rereading the workgroup help, yes, I now see, it clearly says assignments happen at reply time.
Yes, to answer another post, that subgroups cannot be workgroups is a
problem.
