Fix or remove "Send email to" option

Hello
Unfortunately the "Send email to" option doesn't work. When I try to use it, I get the message "Your email has been sent to (username)", but the user doesn't get the email, which is very confounding and creates misunderstandings among users. Therefore, if this cannot be easily fixed, I'd like to remove the function "send email" entirely. Could anyone please help?
