The example is no simple forum, but rather a large archive of mail lists. Do you really want that in forum embedded in a blog?
I think you'll find that the top level application is "Mixed" with the "OSGeo Foundation" application set as "Forum" with sub-forums also set as "Forum", while "OSGeo Software and Data Projects" is set as a "Category" application - but I could be wrong!

I'm not clear what you mean!
As forum owner the default is NOT to receive notification when someone registers. However you can turn on notification at:
Options > Application > Extras & Add-ons > EMail and Notification > Notify me when someone registers
A user MUST prove that they have submitted a valid email address to register by clicking a link in an email sent to the address registered. If you are not concerned about having valid email addresses, then why have your users register in the first place? You can always leave your application at the default, that allows "Anyone" to post.
