Enabling Comments

Hi,  I recently opened my blog.  At first I did not want people to comment on my posts.  I have now changed my mind and want to allow people to comment.
Where is the setting to allow them to do so?  Thanks!

Options > Users > Change Permissions

Is that the one your looking for? In there you can change who can reply to what etc.
