Embedded topic - focus issue

I have a page with an embedded topic (http://www.connectopensource.org/display/NHINEVENTS/Sample+Event+With+Embedded+Topic).  When I visit the page, the page automatically scrolls down to the embedded topic, rather than the expected behavior of being scrolled to the top of the page.  The user must manually scroll back up to see the rest of the page.

Is anyone else experiencing the same issue, or does anyone know of a solution to this problem?

btw: I have reproduced on Firefox, Chrome, and IE.
