Disconnect between my account and being able to administer my forum

For some reason, I don't have the administrator options listed under the root of my forum, even though I have registered. Also, it shows my avatar in a sub-forum I created, but not under the main forum. Can you please let me know how to fix it?

Also, other issue - is it possible to approve membership applications first?
