Disable root posting

Hello,

I would like to know how I could disable posting at the root directory:
http://mailinglists.scilab.org/

I have user posting at the root level. This is causing messages not forwarded to any ML.

At the root level go to OPTIONS > USERS > CHANGE PERMISSIONS, set CREATE_TOPIC to CUSTOM and  remove the check mark from all the boxes in that row.

Then visit each sub-forum/mail list in turn an set the CREATE_TOPIC permission for each to CUSTOM and add a check mark to the appropriate columns.
