Couple of Questions ^^'

My First question is , How do i set it so Users Cant Post in a specific category , for example , my News Category , i don't want users posting there :P!

Second question ~
When ever i click back onto my main page in the forum (while using the forum on my domain) it opens it in a new page , how do i prevent this?~

And last question ~
How do i make more than one category , they all seem to be sub category for me , for example , my general discussion , that's where i want users to post their threads , but underneath it , it has post topic , i dont wantt topics floating around in unnamed places , how do i fix this? ^^

I don't know how to reproduce this. Is your forum embedded on a web site? If yes, please post a link. Also, please let me know which browser/version you use.

To create a new sub-category: Options > Structure > Create new subcategory.
If you want to remove the "New Topic" link of a given subcategory, make sure people cannot post there (see help article above).

The problem is that you embedded the sub-forum, not the parent one. You should open the parent forum and click on "Options > Embedding options". Use that script in your page.
