Citation no longer respected if read as plain text

When posting, whether "Message is in HTML format" is checked
or not, the cited text is automatically wrapped inside
<quote></quote>
tags.

Usually those tags get interpreted as citation, even if the e-mail
client reads the message in plain text mode. But in the last 5 days
or so it seems if the recipient is to see citation, the sender has to
send in HTML and the recipient read it as HTML; or the sender has
to force citation in the client by manually pasting >'s, which is
ridiculous.

If so, then the forum/list may be bugged by all three.
