In 2009 Hugo said the file size limits were 1mb for a photo and 5 Mb for other files. I believe those limits still stand.
Even you you select a display size of the smallest size on the upload dialogue, if the original file is larger than 1Mb the upload will fail. (I can't recall if there is a warning.)
