You can't. Only the user can edit their own "Picture".
What an administrator can do, though editing the NAML code, is change the default avatar for various groups of users, but not that selected by an individual user.
The "Edit profile" screen an administrator has access to only allows access to the "Edit Personal Information" section of an individual's profile so you can re-instate a user's access, perhaps because they've changed email address or can't remember their password.
The other parts of their personal settings (listed below) remain under the users control.
Edit Your Signature Change the signature text that is displayed at the bottom of your posts.
Change Your Picture Change or remove your avatar image.
Advanced Settings Change viewing preferences and other settings.
Remove Your Account Remove your account and all your posts from Band Forum.
