Are Registered Users Unique to only one forum?

1)  In the NEW registration system ... are registered users on each forum unique to that forum?  For example if I set the "Who can View and Post" dialog  to  View = everyone   Post = Registered Users  Reply = Registered Users   WILL ANY registered user at Nabble be able to post on the forum?

2)  In the NEW registration system ... how does a person who wants to post on a particular forum register to become a Registered User on THAT forum?

3)  What is the difference between a Registered User and a Member?

Thanks in advance ... the new system is a bit confusing

Only users that registered to your forum will be able to post. Other Nabble users won't be able to login if their registration belongs to a different forum.

If the user is not logged in, he/she will see two links on the upper right corner of the screen: "login" and "register".

Members are registered users with special privileges. The "privilege" is defined by the administrator in the "Who can view & post?" page.

Yes, we know that. We are changing how these configurations work. Soon we will have a standard permissions system, with users and groups. Users can be added to groups and the administrator can define what each group can do. This is simpler and more flexible.

When a new applicant to a forum trys to register as a Registered User on a particular forum, will the forum owner (administor) be able to choose to admit the applicant?
