App install to review new member applications?

I have a few vermin starting their crap on my website.

Is there a way to install or activate a review by myself of any and all new member wanna bee’s.

What have you tried so far?

In general terms you need to restrict newcomers posting to one area and only give posting rights to other areas once you see a post that follows your rules.
