Sub-forums inherit members by default. I will fix the people page to show the right list of members in each sub-forum.

This is probably a cache problem. You can try to post a test message in the forum just to clear its cached pages (you can delete the message after that). This will probably update the people pages. I will take a closer look at this problem soon.
