CSS has nothing to do with any of those things. It simply changes the appearance of any content on a web page.
If you want to do all the things you mention then forum software is not the solution. It's main function is to provide group discussions. You need full Content Management System and shopping Cart software for your purpose.
The one thing you list that you can do on Nabble is post PDF files that others can download.
