I reported a problem person posting bad stuff in the DD poker forum to the sites
administrator through e-mail.
The admin did not take action and remove the offender.

Can the offenders general location be revealed ?

Does this happen often?
A offender starts trouble and people get suspicious and try to finger
someone as the offender without any proof.

No, this is rare. Nabble's suggestion is to discuss using good arguments and try to reach an agreement. You may check with the forum owner why he/she didn't ban that user so far.
