You don't need to remove or hide it! Nabble is far more sophisticated than you suppose!

You need to go to OPTIONS > USERS > CHANGE PERMISSIONS.
You still need that, but this time you need to look at a couple of the other paragraphs:
By default, Nabble allows anyone to see (View) your forum post new messages (Create_topic) and reply (Reply) to existing messages. They don't even need to register! Hence "Anyone" has these permissions by default.

Note how, at the top-level forum, you can either keep the "Default" permission for any setting or change it to a "Custom" value, but for a sub-forum, the default is to "Inherit" its settings from its parent forum, although, as with the top level forum, you can set a "Custom" value for any setting.
Those bits should have given you the clue you need for your Eureka moment. "Ah, I just need to go to the top level and remove the permission "Create_topic" (perhaps "Reply" too, as together they guarantee to stop all posting) and then go to each and every sub-forum and re-instate those permissions."
There's a really neat side effect of that with the "Mixed" application. If your user does then use the top level "New topic" link they will be presented with a clickable list of sub-forums into which they can post their message. Even better, the user gets a customised list of areas, as defined by the groups they belong to, so if you have created a special group "Committee" and only committee members have permission to post to the sub-forum "Noticeboard", then only committee members will see that forum in the list of areas in which they can post.
Congratulations with the forum. Dare I say it, your members seem to have taken to it like a duck to water.
One minor request: when posting a URL here, do include the http:// as Nabble will then turn it into a clickable link. It makes it far easier to visit and see what you are talking about.
