What is the Nabble "Ratting Filter" on pages?

What is this filter and what is 0 vs 5 for a ratting?

This is part of the old Nabble system. The idea was to let people collectively vote on posts and help the system identify who has good comments and who hasn't. So the rating filter would hide posts from people with bad reputation. But this idea doesn't work and we didn't put it in the new system. The main problem here is abuse and ego, where people feel really bad when other vote them down.
