The Nabble software keeps a permanent record of all addresses that are entered by a forum's visitors. They may do this either to subscribe or post to the forum or to send an email to another forum user. These addresses are those found in the "Anyone" group. The system will generate a dummy User Name for those addresses generated from the part of the address before the @ symbol.
Registration simply confirms that the address entered is under the control of the person that entered it and requires the user also to supply a User Name which will replace the auto-generated one. There is no way for an Administrator to remove that proof of control and therefore no way to exclude such addresses from its Registered status.
As you suggest, as an Admin, you can control access to your forum through banning a user and by assigning users to various User Groups. As to what the members of any particular user group can do - that is controlled through the "Change Permissions" screen.
