I am not sure I understand your question. You can change the number of topics per page in the "Options > Editor > Change appearance" screen. If you want just two pages, then you shouldn't create more than 36 topics.
But if you have more than 36 topics in your forum, then people should still be able to navigate to them, right? Why does this bother you? If you really care about this, then you should keep removing topics from your forum until is has less than 36 topics.
Those links are useful. Search engines use them to crawl the forum and index the topics. I personally use them to retrieve recent answers on this support forum and point users to the right direction. As you might have noticed, we don't show all pages at once if the number is high. We just show the neighbor pages.
