The short answer is "By adding the appropriate NAML code and image files to your forum".
It's difficult to be more detailed unless you specify a great deal more about your requirement. For example, do you assume a users country from the domain of the email address they register with, or by some other process.
You'll find topics about

adding information from a user's profile beneath their avatar in the NAML area of Premium support. As to where you obtain the required copyright-free flag images, I do not know. Where you then store them within the forum is another issue. Probably the easiest way is to create a private area, not visible to anyone but an administrator, and upload them there. Your NAML code can then point to them, when they need to be displayed.
The rest, as they say, is up to you - or you could pay for Premium Support and ask Nabble to install the code for you.
